Commander Tepin Papan is a Tanoch Navy officer, in command of a destroyer. He is also part of the Tecuban people. He intercepts the players flagship when they inadvertently enter Tanoch space, and invite them to visit their Capital System Tanochetlan.

Detecting the arrival of new Hiigaran signatures in the galaxy, the Tanoch dispatch a patrol fleet to the Empty Quarter to investigate. While in the area, the captain of the patrol fleet, Tepin Papan, detects a Hiigaran fleet beset by Progenitor vessels at the debris site of Jolja and orders his ships to exit hyperspace and assist the Hiigarans. Tepin Papan is intrigued when he hears the Hiigarans refer to these ships "Progenitors", saying that the Tanoch have only encountered one other who calls what they know as the "Makers" by that name. Before leaving he invites the player's fleet to come visit Tanoch space and meet their Emperor when time allows.
